where is starter relay located on 1995 Ford Explorer

The starter relay located under hood.Follow the positive battery cable, it goes to starter relay.This relay is 12 volt part.Measure the voltage at relay, to confirm its getting power.In some cases relay goes weak, but still has to be replaced.

That relay is what controls the current flow to the starter as you can see in the schematic. So either there is a secondary source of voltage supply or a relay that is sticking. Please look close at the wiring diagram, the relay is the only controller of current flow to the starter.
