More than likely the problem is with the control switch that turns on the high beams, that switch is mounted on the steering column, the high electrical current load that the high beams draw burns the contact inside the switch and the end result is what is going on with your car. To replace the dimmer/headlight switch you will need to remove the trim around the steering column to access the switch for replacement.
ALSO CHECK THE CONNECTOR TO THE SWITCH, Sometimes this connectors BURN and it has to be REPLACED.
