Ford E series Fuel Filter removal procedure is as follows:----

REMOVAL & INSTALLATION

Details are mentioned below:---

Before servicing the vehicle, refer to the Precautions Section.

Disconnect the negative battery cable.

Detach the coolant hoses from the Air Cleaner (ACL) outlet pipe.

Loosen the clamps and remove the air cleaner outlet pipe.

Loosen the clamp on the Charge Air Cooler (CAC) tube at the intake manifold adapter.

Loosen the clamp on the CAC tube at the CAC.

Remove and position the CAC tube aside.

Remove the secondary fuel filter cap by turning the cap counterclockwise and remove the secondary fuel filter.

Installation is the reverse order of removal. Tighten the fuel filter cap to 124 inch lbs. (14 Nm).
